Personnel Policy - Job Description
Position Title: Director
Accountability: Reports to the Board of Library Trustees
Overview of the Position: Full time Position
This position is responsible for administrative and leadership functions in executing community library operations and policies. The library director directs and coordinates the daily operations of the library, works with Trustees to develop an annual budget and establish goals, objectives, priorities, and strategies for the library.
Essential Functions of the Position:
Manages the overall operations of the library to ensure the effective and efficient operation of the system and to maintain the provision of quality service; continually evaluates the effectiveness of library services in relation to changing needs within the community
Recruits, selects and trains new personnel; assigns duties and makes reassignments as necessary to ensure most effective use of staff; coordinates the continuing training and development of staff; performs annual evaluations of staff and makes appropriate personnel recommendation to the Board of Trustees; promotes an atmosphere conducive to effective communications between staff, director, and Board of Trustees.
Plans long and short-range goals, objectives, priorities, and organizational structure for the library in conjunction with the Board of Trustees and helps develop plans to measure their effectiveness.
Develops, communicates, and monitors procedures and standards for area of assignment; analyzes and evaluates library policies, procedures and activities; interprets and implements policies adopted by the Board of Trustees and, when appropriate, the town; and recommends adjustments to policy and planning to the Board.
Attends/Reports to the Board of Trustees on issues including, but not limited to:
-Attends Library Board of Trustees meetings, as well as required Board of Selectmen and Budget Committee meetings
-Reports on library issues including statistics and measurements on library operations as well as special projects and problems
-Prepares regular monthly reports for the Board of Trustees as well as annual reports for the New Hampshire State Library and the Town of Plaistow
Works with the Board of Trustees in the development of the annual budget as well as monitors expenditures and revenues to ensure all accounting practices are followed in accordance with the expenditure procedures
Plans, implements, and maintains an effective customer service program. Promotes effective communication with library patrons on issues regarding library policies and services
Develops and maintains the various library collections in conjunction with the selection policy
Responsible for maintaining the library facilities including repair and maintenance on equipment as well as the building and grounds
Oversees the library network, web page, and internet access to ensure that the library maintains current technology
Serves as human services director for the library staff
Ensures that the library services and facilities comply with federal, state and town laws and regulations
Performs other duties as required by the Board of Trustees
Required Knowledge:
Knowledge of library services, principles, practices, and procedures, including copyright and confidentiality laws
Knowledge of leadership principles necessary to manage and administer an organization
Knowledge of computer technology (hardware/software) including automated library systems, networks, internet and web sites
Operational knowledge of standard office and AV equipment
Knowledge of human services and all the necessary state and federal labor law requirements
Knowledge of basic facility maintenance and repair
Required Skills:
Skills in oral and written communication skills and the ability to develop comfortable working relationships with the public, staff, Trustees and local government officials
Skills in supervision and leadership of personnel
Skills in budget management including the allocation of resources
Technology skills necessary to implement an integrated library system, internet access, web site development plus the ability to problem solve patron computer issues
Ability at all times to work on a multi-task-oriented basis, often under pressure
Ability to trouble shoot facility maintenance problems, contract and oversee necessary repair work throughout the building and grounds and evaluate space needs and oversee facility changes
Ability to demonstrate initiative and organizational skills and to complete projects in a timely manner
Ability to understand and implement the personnel policy, including all aspects of the job of human services director
EDUCATION/EXPERIENCE:
Masters of Library Science (MLS) from an institution accredited by the American Library Association is required.
Two years prior public library management experience including personnel supervision, budget management, and policy development preferred. A combination of education and experience that demonstrates possession of the required knowledge, skill and ability, may be considered.
